  • In the 19 Texas Administrative Code (TAC) Chapter 89. Adaptations for Special Populations. Subchapter BB, the Commissioner's rules state that all school districts that are required to provide bilingual education and/or an English as a Second Language (ESL) program must establish and operate a Language Proficiency Assessment Committee (LPAC).
